Deprecating Project RP (Microsoft.VisualStudio/account/project & Microsoft.VisualStudio/pipelineTemplates). These resources will be migrated to the new Pipelines RP (Microsoft.DevOps/pipelines).

• Validation tools were run on swagger spec(s) and have all been fixed in this PR.

@jhendrixMSFT The Project resources are actually being migrated to Pipelines resource (PR @ #6579). @KrisBash & @ravbhatnagar are aware of this. I also sent a mail to the API review board as per the deprecation policy. Let me know if anything else if required from my side.
