Please download the package through the curl command 'curl -L https://portal.azure-devex-tools.com/api/sdk-dl-pub?p=Azure/22573/azure-powershell/Az.AppConfiguration/Az.AppConfiguration.0.1.0.nupkg -o Az.AppConfiguration.0.1.0.nupkg', and then you could have a try locally.
