We should never use -q (quite) in pip install, as this will hide the dependency details.

This is because
Jinja2released a new version yesterday which introduced breaking changes, butsphinxdoesn't have version limits onJinja2, causing the latestJinja2being installed.TODO
This PR is only a workaround, the final solution would be to update
sphinxto newer versions.References
