Instead of sending a transaction for each publisher. Can we instead send a call to aggregate3value on the Multicall3 contract.

We probably need to load the state and resume monitoring for the funder as well.

I think we should introduce async start() and stop() functions for this PublisherManager. Inside these functions we should call loadState and interrupt.
Then, within start we should create a RunningPromise which calls triggerFundingIfNeeded periodically.
