Forward-port of #21086 to next (via merge-train/spartan where the priceBumpPercentage feature lives).
Fixes
TypeError: Do not know how to serialize a BigIntinp2p_client.proposal_tx_collector.bench.test.ts. ThepriceBumpPercentageconfig field is abigintwhich can't be serialized over IPC (JSON).
