Re-scope: deliver doc in focal PR <20 files, reviewable + secret-scannable. Secret-scan PASS: uses <<<USER>>>/<<<REDACTED>>> placeholders, no SQL password. The companion runbook is delivered separately via #835 (no overlap). Re-scope: doc in focal PR <20 files, reviewable + secret-scannable.
