fixed broken client compatibility with any seed generated before 0.4.4 introduced with the recent change to the message queue.

How was this tested?
I generated a multiworld with 2 SMZ3 players with AP 0.4.3 and confirmed I couldnt send/receive anything when updating to AP 0.4.4. Send/receive works with the fix with the same ROM. I also verified that generating a 2 SMZ3 multi on AP 0.4.4 can send/receive correctly too.
