**Why**: it's more conventional for percents to be between 0.0 and 1.0, and the tables report mailer expects them in this format changelog: Internal, Reporting, Fix percentage scaling in monthly account reuse report

Why: The tables report mailer expects percent data to be between 0.0 and 1.0,
this also matches how Excel and Sheets treat percents when formatting them
