Update: rack-attack added support for Rack 3 in a commit overnight rack/rack-attack@b708de3, but this hasn't yet been published to the gem.

Edit: Now published as rack-attack@6.7.0

We'll handle the Rack 3 upgrade separately, once Rails adds support for it (slated for Rails 7.1). Based on discussion, this was deemed low risk due to not using cache features of Rack.
