So the first is before the enforcement date, allowing users to skip forward as many times as they want before_enforcement_date.mov |

This is an update to how we want to tackle existing users with kantara req.
Allow users to know ahead of time this change will come, and allow them to skip as many times before the enforcement date, then allowing them to skip once.
