**Why**: Because, pending full deploy of RC167, it is no longer in use. **Do not merge until after RC167.**

We reverted v11.5.1 in #5645, so this won't be needed for the time being. Also, we may just remove the static assets at the same time as an upgrade and avoid staggered releases, since this matches the behavior for any other new asset during a deploy (related Slack conversation). |
