Don't we want to conditionally send the partial DOB based on if it's an AAMVA state or not? The feature flag and specs seem to imply we would always send a partial DOB if it's on. Wouldn't we rather have a feature flag that disables sending partial DOBs?

Ah just saw your other PR wrt conditional. So it's just the spec on this PR I'm not following. Is the StateIdMock always going to send a partial DOB?

The state ID logic and the partial DOB logic are separate, but the lambda function itself takes both into account when choosing to send partial DOB

* Make AgencySeeder ignore the abbreviation attribute (#4617)

Temporarily ignore the abbreviation attribute in agencies.yml to allow
the config repo updates to be merged without breaking the IdP while we
work on adding the Partnerships data model to the IdP schema. We will
ultimately add the attribute to the `agencies` table and at that point
remove this change.

Also updates the localdev template YAML file and adds an explicit
fixture file for testing, which is passed to the service object through
