Don't we want to conditionally send the partial DOB based on if it's an AAMVA state or not? The feature flag and specs seem to imply we would always send a partial DOB if it's on. Wouldn't we rather have a feature flag that disables sending partial DOBs? |

Ah just saw your other PR wrt conditional. So it's just the spec on this PR I'm not following. Is the StateIdMock always going to send a partial DOB? |

The state ID logic and the partial DOB logic are separate, but the lambda function itself takes both into account when choosing to send partial DOB |
