Creates new common spec helpers for decoding OIDC tokens, refactoring existing specs to use them.
Specifically, these helpers can be used to help assert that specific information is shared with a partner after the user authenticates.
This helper is extracted from #11368, with revisions to distinguish decoded token vs. decoded
