LG-13914 Implementation: EIPP Barcode page visual tag and REAL ID updates

🛠 Summary of changes

Add/update items in list to EIPP Ready to Verify view, EIPP Ready to Verify Email, and EIPP Ready to Verify Reminder Email for English, Spanish, French, Chinese

Additions/Updates:

• Add Tag: GSA Enhanced Pilot Barcode
• New H4: A. REAL ID with current address
• Update Body: If you present a REAL ID driver’s license or ID card and the address on it is your current address, you don’t need to show supporting documents.
• Add Horizontal rule
• Add Image
• Add Image Alt Text: REAL ID and two documents
• Add H4: B. REAL ID + two supporting documents
• Add Body: If the address on your REAL ID is not your current address, present a REAL ID, along with two supporting documents from this list: Lease Mortgage Deed of trust Voters registration card Vehicle registration card Home insurance policy Vehicle insurance policy

📜 Testing Plan

1. Create an EIPP Enrollment.

   • Inspect the Ready to Verify View for the list of new/updated items.
     • Inspect view in English, Spanish, French, and Chinese.
     • Inspect view in mobile
     • Ensure you get the EIPP Email
   • Inspect the Ready to Verify Email for the list of new/updated items. (via: http://localhost:3000/rails/mailers/user_mailer/in_person_ready_to_verify_enhanced_ipp_enabled.html?locale=en)
     • Inspect view in English, Spanish, French, and Chinese.
   • Inspect the Ready to Verify Reminder Email for the list of new/updated items. Inspect view in English. (Just a quick peek should be enough. It uses the Ready to Verify Email template.) (via http://localhost:3000/rails/mailers/user_mailer/in_person_ready_to_verify_reminder_enhanced_ipp_enabled)

   • Inspect the Ready to Verify View to ensure the IPP version has not been affected.
     • Inspect view in English, Spanish, French, and Chinese.
     • Inspect the view in mobile
     • Ensure you get the IPP Email
   • Inspect the Ready to Verify Email to ensure the IPP version has not been affected. (via http://localhost:3000/rails/mailers/user_mailer/in_person_ready_to_verify)
     • Inspect view in English, Spanish, French, and Chinese.
     • Inspect view in mobile. (There are limitations in email that I discussed with design. Okay for today for launch)

Great work Gina!! I stepped through the Testing Plan and verified that all visual updates were present. Code looks great, great tests added. LGTM!

@jennyverdeyen updated the Ready to Verify view today with this PR. After I pulled in main- I wanted to ensure her changes were not affected. (There were not conflicts to resolve but just as a sanity check.) Here are IPP/EIPP screenshots of that check.
