CONTRIBUTING.mdto replace outdated documentation guidance with new guidance referencing the availability of branch preview documentation.For context, we previously hosted public-facing documentation at https://design.login.gov , which was decommissioned (#333), and the documentation site repurposed for local development and review purposes (#358).
