Summary
Packages the admitted short-lived Gitoxide helper and verifies its release artifact identity before Runtime Host use.
Primary invariant: packaged managed execution can invoke only the helper artifact admitted by the release authority.
Owner: release packaging and helper artifact authority.
Atomic boundary: packaged manifest generation and verification.
Failure state: missing, altered, or mismatched helper artifacts disable managed Gitoxide capability.
Rollback: packaging fails; Runtime Host does not discover a fallback executable.
