Can give the API endpoint a did or handle and will return the likes for that user. I also reworked the routing a bit on the profile api endpoint so I could get /profile/user and /profile/user/likes
New endpoint is /api/social/profile/did:plc:rnpkyqnmsw4ipey6eotbdnnf/likes. Limit is exposed on the util but not the api
