--locked --no-binary-packagecan accept a wheel-only lock, and--no-build-packagecan accept an sdist-only lock, even though the subsequent sync cannot use those artifacts. Invalidate locks that current build policy makes unusable.This extends build-policy lock validation from uv#19366 while preserving the inactive-fork compatibility decision in uv#7305.
