Update some ConfigurationValueHandlers to remove deprecated APIs usage

ConfigurationValueHandlers use some deprecated APIs, namely in the following handlers:

- `handleEnchantmentValue`
- `handleItemStackValue` / `handlePotionValue`
- `handleDyeColorValue`
- `handleBannerValue`

All of those handlers should be updated to the latest Bukkit APIs.
