Description
Use the ZooKeeper C Client v3.8.2 - currently the latest stable version.
Also: drop support for Node.js 16 prebuilds.
Motivation and Context
Keeping up to date with the latest official C Clien.
Dropping Node.js 16 prebuilds as a first step towards adding Node.js 20 prebuilds (once the version LTS).
How Has This Been Tested?
Run locally on:
Windows 10
Mac OS X and Mac OS X M2
CI build ✅
