Replace Travis CI with CircleCI.
Description
Travis CI sadly seems to have abandoned support for Open Source. Years of usage, well documented OSS & done all they’ve asked for, but getting nowhere in conversations with their support.
Switching to CircleCI! Their Open Source/Free plan does not cover Mac OS X. But the CI builds in this PR will verify install and tests in a Linux docker container and in Windows, using Node.js 16.
