Summary
Second release candidate. Ships #126 — arm64 test-tools hotfix (TARGETARCH default shadowing BuildKit auto-inject).
Strongly recommended over rc1 for any downstream repo enabling the arm64 build matrix. rc1 / v0.9.13 GHCR
