Chore: add basic tests for `yarn publish`

Currently, `yarn publish` has no tests at all. We should at least have cursory integration tests to ensure we do the following:

 - Call the correct endpoints with correct HTTP methods
 - Send a non-empty, valid-looking payload
 - Send appropriate authentication headers
