Description
The current linter workflow failed because linter dependencies were outdated. One source file needs to be refactored after updating the linter versions. This PR also updates the test dependencies to lock
smart_openversion to 6.4.0 to make it compatible with Python3.6 and Python zstandard.Validation performed
Ensured GH workflow passed.
