changed the name of the option to use `-f` as a short for `--force` option for later
There are some cases that we want to re-initialize some ongoing problems, in which case now we have `--force` option to work it out.
If we use the naming `problem_dir` for problem workspace dir, then the directory name which even contains the problem_id becomes ambiguous. now we use `ongoing_dir` instead of `problem_dir`, to clarify the difference.
