closes #813 by skipping tsconfig handling for files which has parserOptions.project set
closes #807 by applying @typescript-eslint rules based on the
filesand will apply them to js files iffilesincludes them or if nofilesis set.Also adds documentation for the above changes as well as many tests for matching the files properties for tsconfig handling.
