Describe the issue:
Retrieving Fido connection related configurations gives error for a user with console role with connections:read api resource

Fido connector call this API from console api/identity/config-mgt/v1.0/resource/fido-config/fido-connector, and this required config_mgt_view scope

How to reproduce:

1. Create a console role with connections:read permission
2. Log in to console with the created user credentials.
3. Access the fido template

Expected behavior:
