Reverts #6886

Purpose

• The fix introduced is ineffective as the error code received (18001) for Expired Confirmation Error is similar to Invalid Confirmation Error in the latest Identity Server.
• This was only tested for the Console portal and it succeeded as the Console has a default callback. However a new error was identified by this: User Redirected to Incomplete Sign In Page When Clicking 'Go Back' in Email Link Expired Password Reset Flow product-is#21121
