Purpose
Introduce DevOps Pipeline authorization module to authorize queue, variable-groups, endpoints for a DevOps project/pipeline. This is a wrapped module of https://registry.terraform.io/providers/microsoft/azuredevops/latest/docs/resources/pipeline_authorization
