[CSM Portal][FE] feat(csm-timecards): page and case-detail integration (6/6)

Purpose

Wires the time-cards feature end-to-end: replaces the coming-soon placeholder with the real page, enables the Log time action in the case action bar, and integrates the time-cards panel into the case detail. Requires PR 5/6 (#997) to be merged first. Merge this last.

Goals

• CsmTimeCardsPage.tsx — full time-cards workspace (My time sheets, Approvals tabs with filters, delegation, notices)
• CaseTimeCardsPanel.tsx — per-case time-card list with inline log/edit/review actions
• App.tsx — replace CsmComingSoonPage with CsmTimeCardsPage on the time-cards route
• CaseActionBar.tsx — enable the "Log time…" action (remove disabled: true)
• CsmCaseDetailPage.tsx — wire CaseTimeCardsPanel + LogTimeCardDialog into the Time tracking tab

Approach

Lazy-loaded page via React.lazy. Closed cases are read-only (gate checked before opening LogTimeCardDialog). All state goes through the React Query hooks from PR 3/6.

ISSU-009 — Time Management (Epic: Issue Management, Priority: Must have)

As a CS Engineer, I want to log time spent on an issue so that effort is tracked for operational reporting and billing purposes.

Acceptance criteria addressed here:

• Log time entries against a case ✓
• Multiple entries per case ✓
• Team Leads view aggregated time ✓ (Approvals tab)
• Full approval flow visible end-to-end ✓

Release note

Time-cards feature is now live in the CSM Portal. Engineers can log time against cases; team leads can approve, reject and recall submissions from the Time cards workspace.
