Add var/da/da_statistics/da_print_qcstat.inc and create var/run/namelist.input for new namelist settings (&wrfvarchem) for racm_soa_vbs_da.

Duplicated namelist parameters for scaling12 and var12 are removed from registry.var and sfc_assi_options is no longer applied to wrfvarchem. And var/run/namelist.input is also removed.
