CI failed because apparently the Gutenberg VC requires access to Alamofire:

I'm going to push this PR from 24.3 to 24.4 because it's just an import removal so we aren't in any rush to merge it. This will allow me to focus on #22612 in the hope of slotting that more substantial change in.
