Improve error message when no workflows for manual were found#6313

Improves the warning notification shown when clicking "Run pipeline" with no workflows configured for the manual event. The message now guides users to add `when: - event: manual` to their workflow config. Also increases notification duration to 10s so users have time to read the guidance.
