py3-libarchive-c: new package

This package is a Python interface to libarchive.

This is needed for diffoscope, which I intend to package next.

Prerequisite to #3811.

diffoscope is a tool for in-depth comparison of files, archives, and
directories.

Depends on wolfi-dev#3812 being merged. Do not merge unless that has been merged
first.

Hello @Elizafox 👋 thanks for the PR, just wanted to mention that you don't need to wait this package to be merged to start working build diffscope, the thing you have to do is that (I think dag ordering will handle this) define the first package on top of the diffscope to let the libarchive-c package build first 🤜
