This reverts commit 4a4ba8d.
The motivation is that PR #3248 introduced changes to MLS, yet the MLS branch has diverged a lot, which would make merging back to MLS branches really painful.
I'll follow up by splitting PR #3248 into two separate PRs, one to
developand one tomls.
