All issues about requirements gathering are part of this milestone, even if the requirements are for features for later miletones; partly because knowing early which requirements we will have in later milestones might also affect design decisions in earlier milestones. However, it is not necessary to complete all tickets in this milestone before we can continue with other milestones (generally, parallel work on multiple milestones should be possible and indeed useful).
