Summary

Use Self hosted Windows runner for CI tasks

1. Windows dev profiling binding building time reduced to ~5min without cache. So disable Cargo Cache in self-hosed windows.
2. Windows Testing excuting time reduced by ~1min. Use Github hosted windows to run tests, self hosted has some strange case failed.
