Add backend data handling to fetch AFDs and make latest available to the frontend

What does this PR do? 🛠️

This updates the data layer and data service to provide methods for fetching arbitrary text products from the API as well as convenience wrappers to specifically fetch AFDs. It also adds a block to expose that data to the frontend and adds a super basic template as a placeholder. This placeholder AFD is added to the "today" tab for now.

This PR does not do any formatting/parsing of the AFD text product.
