Users are not redirecting to the payment page for a payout if they're going to update a post after the draft when the "Fallback to pay per post."

How to reproduce (Current behavior):

1. Create a subscription pack by restricting the post or other CPT as "1".
2. After your subscription pack's quota is exhausted, if you go to submit another post throughout the Payment Options enabled form. You will be applicable for the "Fallback to pay per post" mode.
3. Make sure you have the "Post Draft" mode enabled for the form.
4. Insert your post form's fields and click on the "Post Draft" button, and you will see the message "Post Saved."
5. Visit the Account or your Dashboard page > you will see the drafted post over there. Now edit the post to update it.
6. You will see the post has been published after updating the post from the draft mode.

Expected behavior:
** It should redirect the users to the payment page when they are trying to update the page later after drafting (from their account/dashboard page).
