This PR solves the issues pointed out in #4656. Mainly, it cleaned up some of the code, fixed a couple edge cases regarding deployment, and fixed the behaviour concerning the serialisation of
version,nameandnamespacewhen tagging a package andapp_idwhen deploying an app.
