1153: Added Wasmex, an Elixir language integration r=MarkMcCaskey a=tessi

# Description

Thanks for creating wasmer. I missed a language integration and, thus, implemented it. This PR adds [Wasmex](https://github.com/tessi/wasmex), an integration into the Elixir language, to the list of supported languages in the README.

The implementation "borrows" some ideas (esp on the Rust side and documentation) of your language integrations. I hope this is OK with you. If not, tell me :)
