refactor: remove Invoke-VcfPasswordPolicy and supporting content (#118

- **Breaking**: Removes `Invoke-VcfPasswordPolicy` and supporting functions. Please use the `VMware.CloudFoundation.PasswordManagement` module.
- Bumps the module version to v2.0.0.1006.
- Updates `CHANGELOG.md`.
