Correct the NIXL compatibility matrix to reflect existing heterogeneous TP support for hybrid SSM/Mamba models, including GDN.
• Replace the outdated same-TP-only restriction with support for both TP directions.
• Clarify the existing requirement that one TP size must be an integer multiple of the other.
Documentation-only change; no runtime behavior changes.
