Checked this out locally and ran the new test file on CPU (no GPU): 23 passed, 36 skipped (the skips are the CUDA-gated cases). The INC case specifically, test_ple_inc_embedding_loads_only_bf16_checkpoint_shards (method selection from an INCConfig plus BF16-only shard loading), also passes on its own.
For triage: #59798 hit this exact failure on stock v0.30.0 with the same Intel checkpoint, so this PR closes a second confirmed production report beyond your own.
Still open per your own checklist: a real checkpoint load on GPU. The unit coverage here is honest about method selection and shard layout, but the Qwen3.8-Flash-Next boot is the actual reproducer; a log of it starting up would close the loop for reviewers.
Tests run: PYTHONPATH=<pr worktree> .venv/bin/python -m pytest tests/models/qwen4_exp/test_ple.py -q on a CPU-only box, torch 2.x. Drafted with AI assistance per the repo policy.

Purpose
Qwen4Exp rejects
INCConfigwhen selecting its PLE embedding method, even when the checkpoint stores PLE weights unquantized in BF16. This adds an INC-specific method in the shared Qwen4Exp PLE implementation. It preserves shard loading and rejects non-BF16 checkpoint weights. The change applies to Qwen4Exp INC checkpoints with BF16 PLE weights, not to one model ID. Intel/Qwen3.8-Flash-Next-W4A16-AutoRound is the reproducer. No matching open PR was found in the searches performed.
AI assistance was used to develop this change.
Test Plan
