Purpose
Fixes #55800.
Sliding-window KV groups currently scale both admission and execution allocation with the full sequence length. For long prompts this can permanently block admission, or exhaust the unified block pool during chunked prefill.
This change:
SlidingWindowSpec.max_admission_blocks_per_requestas the physical block bound for admission, pool sizing, prediction, and execution allocation;extra_retained_tokensin the bound for multi-module speculative decoding. This avoids the full-sequence allocation growth while preserving absolute block-table positions expected by the worker.
Test Plan
Test Result
The issue reporter additionally validated the underlying window-bound allocation on DFlash2 with prompts up to 256,388 tokens. I did not independently repeat the GPU E2E reproduction.
