🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win
Reject a checkpoint export that has no offsets.
The guard triggers only on checkpoint_offsets. A caller that passes checkpoint_state (with or without checkpoint_state_indices) and leaves checkpoint_offsets as None reaches both backends. The fused backend then forwards checkpoint_offsets=None to the kernel and stores nothing, and the Triton backend ignores the destination. The destination rows keep their prior contents, which is the same silent-drop outcome that tests/models/kimi_k3/test_amd_kda_chunk.py:590-604 rejects for the Triton path.
Tie the rejection to the export request as a whole, and require offsets whenever a destination is given.

Purpose
#52606 added a KDA prefill fusion path for ROCm's gfx950, but was reverted in #53294 as its builds failed on gfx90a. This PR adds back the fused path, and guards the kernel builds on gfx950. This PR also adds a few optimizations to further improve the prefill performance, achieving ~5% TTFT reduction compared to the original triton path of the KDA prefill chain.
The bulk of the design follows #52606 in fusing KDA prefill ops into two groups: "prologue" that handles the (pre-)processing leading up to the recurrent update, and "recurrence" that adopts a two-pass strategy, walking the state update in each group of chunks first from uninitialized states and then from the correct initial states, with a scan in between to work out the true initial states of each groups.
This PR additionally incorporates the following on top of the original kernels:
initial_state/final_statestill functions,state_cacheandstate_indicescan be optionally piped into the kernel and is set as default for the fused path. This fuses the gather/scatter into this kernel, eliminating the need forgather_initial_stateand the final scatter in the fused path.An additional engine argument option
--kda-prefill-backend=fusedis added to enable this fused path, and it's set as the default when it is supported.Test Plan
