This fixes typing for all subdirectories of core directory. Most of changes are in block manager related.
After this PR, all subdirectories are type checked. The only thing left is just running mypy vllm/ (in this case, I think the scope increases, and it requires 200 additional errors to fix across the repo)

Code Quality
The PR need to meet the following code quality standards:
