Upgrade the aiter version to v0.1.13-rc4

[ROCm] Bump AITER pin to v0.1.13-rc4

Summary

Bumps the AITER_BRANCH ARG in docker/Dockerfile.rocm_base from
4822e675 to
v0.1.13-rc4
in ROCm/aiter.

This is a one-line change; nothing else in the build graph or the
Python side needs to move with it.

What v0.1.13-rc4 brings on top of the current pin

v0.1.13-rc4 is v0.1.13-rc1 plus five cherry-picks.
