Purpose

when a user want to install an vllm oot backend, the vllm package should be installed with empty backend first. Currently, users must clone and install it from source. It's a little complex. And pip install vllm doesn't work at all. If run something like VLLM_TARGET_DEVICE=empty pip install vllm==0.19.0, the error will raise:

version: expected '0.19.0', but metadata has '0.19.0+empty'

it because that vllm setup step adds +<backend_tag> to the version string, which breaks pep440.

This PR fix the problem, allow users install empty vllm via pip install command. It helps users to install vllm with oot backend in a quick way.

After this PR, the command works now:
VLLM_TARGET_DEVICE=empty VLLM_SKIP_VERSION_SUFFIX=true pip install -v --no-binary vllm vllm==0.19.0

A new env VLLM_SKIP_VERSION_SUFFIX is added to keep backward capability. The default value is false, if users want to install empty vllm, set it to true.

Test Plan

I published a test package to pypi with this PR. https://pypi.org/project/wxy-test/0.19.0/

try:
VLLM_TARGET_DEVICE=empty VLLM_SKIP_VERSION_SUFFIX=true pip install -v --no-binary wxy-test wxy-test==0.19.0

you can find that an empty wxy-test(vllm) is installed.

Code Review

This pull request introduces the VLLM_SKIP_VERSION_SUFFIX environment variable in setup.py, which allows users to disable the automatic addition of device-specific suffixes (e.g., +cu121, +cpu) to the version string. This change is intended to support strict version matching during installation. The review feedback suggests registering this new environment variable in vllm/envs.py for centralized management and validation, and provides a suggestion to include .strip() when parsing the environment variable to handle potential whitespace.

@khluu can you take a look at this change? A simple change to let users install empty package using pip binary.

📝 Summary

Summary by CodeRabbit

  • New Features
    • Added an option to omit device-specific suffixes from the package version by setting VLLM_SKIP_VERSION_SUFFIX.
    • When enabled, version detection no longer requires identifying a supported runtime environment.

vllm/envs.py, setup.py
VLLM_SKIP_VERSION_SUFFIX defaults to disabled and is excluded from compile cache factors. When enabled, get_vllm_version() returns the base version without device-specific suffix detection.

The documented empty-package installation command currently fails because the new environment flag does not accept true. The flag parsing should be corrected before merge.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Accept the documented true value.

int("true") raises ValueError. The documented command sets VLLM_SKIP_VERSION_SUFFIX=true, so setup.py cannot evaluate this flag and the installation fails. Parse "true" and "1" consistently with other boolean environment variables.

✅ @wangxiyuan, CI is now available for this PR.

  • /ci run starts upstream CI; /amd-ci run starts AMD CI only.
  • Your branch must contain every commit currently on its upstream target branch. Merge or rebase onto the latest target branch, then rerun the command. Append --allow-stale to a run command to test an outdated branch at your own risk.
  • /ci retry retries failed jobs in the CI build for the current PR head. If the current head has no CI build, it starts a new CI build for the current head containing only jobs that failed in the latest earlier CI build for this PR.
  • /amd-ci retry retries failed jobs in AMD CI for the current PR head. Use /amd-ci run when the current head has no AMD CI build.
  • /ci cancel cancels scheduled or running CI builds for this PR branch; /amd-ci cancel does the same for AMD CI only.

Also VLLM_SSM_CONV_STATE_LAYOUT's description follows vllm-project#51718's layout rename.

Parity: 311 branch fields vs 311 main runtime entries, no difference in
either direction. Every var's value matches main's lambdas in an empty
environment and under 15 override scenarios, except case normalization of
the two lowercased ROCm choices (both callers already call .lower()).

Intentionally not ported: main's new consumer tests that match
env_with_choices' error text (test_invalid_backend_value_raises,
test_dcp_verify_env_rejects_unknown_route, and the ROCm-gated
test_aiter_moe_situv2_rejects_unknown_activation) fail on this branch:
pydantic's ValidationError names the field, not the env var. Invalid values
are still rejected. Tracked as a branch-wide follow-up.

Other conflicts and merge fallout:
- requirements/docs.txt, requirements/test/{cpu,cuda,rocm,xpu}.txt: took
  main's lockfiles and regenerated them with the pip-compile pre-commit
  hooks; they differ from main only by the branch's pydantic-settings lines.
- tests/test_envs_pydantic.py: dropped the mm-hasher test, pointed the
  validate_environ tests at Platform.validate_environ, updated the shm-name
  prefix assertion.
- check-test-tethering (new on main): wired test_envs_pydantic.py into the
  CPU params/env job; allowlisted tests/docs/test_env_vars_gen.py, which
  cannot run from a CI job's tests/ cwd (tests/docs shadows docs/).

Tests: pytest tests/test_envs.py tests/test_envs_pydantic.py
tests/docs/test_env_vars_gen.py -> 55 passed; pre-commit run --files on all
changed files -> clean.
