Purpose
Issue management - automatically request information for bug issues on ROCm for easier investigation, for example, reproducer, error logs, gfx arch, installation method.
Test Plan
Personal fork.
Two issues to test in my fork:
(1) feature issue: hongxiayang#3
(2) bug issue: hongxiayang#4
Test Result
Feature issue did not trigger the changes in this PR.
Bug issue triggered the logic in this PR and added automatic response.
